How to Move to Tbilisi and Buy Property Without Agents: My Personal Experience

In recent years, more and more foreigners have decided to move to Tbilisi — some for a quieter lifestyle, others to start a business, and many simply fall in love with the city’s atmosphere.
But one question arises for everyone — how to buy an apartment in Tbilisi independently, without intermediaries, and without risks?

I’ve gone through this process myself — from my first visit to Georgia to purchasing my own apartment. Here’s my full experience and a step-by-step guide to help you do it right.

1. Why I Chose to Move to Tbilisi

My reasons were simple and practical:

  • Georgia allows visa-free stay for up to one year for most countries;
  • low taxes and affordable cost of living;
  • warm climate and friendly people;
  • easy and transparent property purchase process.

And most importantly — unlike in many European countries, foreigners can freely buy property in Tbilisi without legal restrictions.

2. First Steps — Research and Preparation

Before moving, I started by researching districts and average property prices.
You can easily do this through major property websites or browsing listings from real estate agencies.

Most popular areas to live in:

  • Saburtalo — modern buildings, metro access, great infrastructure;
  • Vake — prestigious district with parks and quiet streets;
  • Avlabari and Sololaki — the historic center and old-town charm;
  • Didi Digomi — affordable new developments on the city’s edge.

💡 Tip: walk around the neighborhoods yourself before buying — the vibe in Tbilisi can change dramatically from one street to another.

3. How to Find Property Without Agents

Buying property in Tbilisi without an agency is absolutely possible.
Here are the platforms I used:

  1. myhome.ge — Georgia’s biggest real estate portal;
  2. ss.ge — listings directly from owners;
  3. Facebook groups and communities — especially useful for new developments.

Always ask whether the listing is posted by the owner and request photos of ownership documents before viewing.

4. Checking the Property and Documents

This is the most important part.
Before signing anything or transferring money, I checked the property through the National Agency of Public Registry (NAPR).

What you need to verify:

  • the legal owner;
  • any encumbrances (mortgages, liens, etc.);
  • the land and building status.

✅ All this can be done online via https://napr.gov.ge.

💡 The registry extract costs about 10 GEL and is issued instantly.

5. How the Purchase Process Works

Once you confirm that the property is legally clean:

  • prepare a sale-purchase agreement (you can use the official NAPR template);
  • go to the House of Justice (Public Service Hall);
  • pay the registration fee (50–200 GEL depending on speed);
  • the ownership will be registered in 1–2 business days.

🕓 In my case, the registration took just 24 hours and cost 150 GEL.

6. Payments and Bank Transfers

You can pay for the property in USD or GEL, as long as the transaction is official.
Georgian banks are reliable and provide full support for real estate payments.

I recommend TBC Bank and Bank of Georgia — both offer English-language services and support SWIFT transfers.

7. What to Do After Purchase

After registration, I immediately:

  • got property insurance;
  • connected electricity and water (can be done online);
  • registered a Tax ID to rent out the apartment in the future.

💡 Note: Rental income tax is only 10%, and the income can be received directly to your bank account.

8. Mistakes to Avoid

  • Never transfer money before verifying the registry record.
  • Be cautious with listings offering unrealistically low prices — it’s often a red flag.
  • Don’t sign contracts you don’t fully understand — ask for an English translation.
  • Take your time — there are plenty of good options in Tbilisi.

9. How Much the Move Cost Me

Here’s what my relocation and purchase process cost on average:

  • flight — $150;
  • one-month rent — $500;
  • legal and notary services — $200;
  • property registration — $150.

📦 Total expenses: around $1,000 (excluding the property price).

Conclusion

Moving to Tbilisi and buying property without agents is absolutely possible.
The procedures are transparent, the government services are efficient, and the process is straightforward even for foreigners.

The key is to verify documents carefully, stay patient, and avoid rushing decisions.
And if you need help verifying a developer or registering ownership, the Tbilisi Property team is always ready to assist.
